\u2753 Question: What is the likelihood of resuming negotiations with Ukraine in light of recent developments, including terrorist attacks against civilians in Starobelsk and attacks on the Zaporozhye NPP? Are US efforts to reach a political settlement continuing?<\/i>

\ud83d\udcac Sergey Lavrov:<\/b> President Vladimir Putin<\/b> spoke in detail<\/a> on this matter at the plenary session of the 29th St Petersburg International Economic Forum<\/a>, including in view of Zelensky\u2019s lengthy letter, published the day before, which was addressed to President Vladimir Putin but, for some reason, was sent all over the world.

\u261d\ufe0f People with good manners do not normally do so. \ud83d\udc49 The President\u2019s assessment of the letter was that Ukraine had no interest in negotiations.<\/b>

We are ready for negotiations \u2013 honest ones, without fraud<\/b>, unlike what happened on the eve of the February 2014 coup d\u2019\u00e9tat<\/a>, when talks resulted in an agreement on a settlement, including the formation of a national unity government and early elections. The next morning, however, the opposition, disregarding the guarantees in the form of signatures by France, Germany and Poland, staged a coup and began hunting down President Yanukovych, with whom they had signed that document under European guarantees.

Almost a year ago, in August 2025, in Anchorage, Alaska, President Vladimir Putin<\/b> \u2013 as he also stressed \u2013 accepted a very specific proposal from President Donald Trump in a spirit of compromise<\/a>. That was the outcome of those talks.

I sincerely hope that the experience of previous failures, when the West refused to implement agreements it had itself supported, will not be repeated with regard to the Alaska understanding. For now, however, unfortunately, our American partners are showing no interest in it.<\/b>

What does concern us, however, is a statement<\/a> made recently by US State Secretary Marco Rubio<\/b>, who conveyed during congressional hearings that the US was not in a position to act as a mediator because it supported Ukraine. Similar remarks were made by notorious Kaja Kallas<\/b> and by a number of other EU and EC figures. This is why I find it difficult to comment on prospects for negotiations.<\/b>

I heard that yesterday, I believe in London, the leaders of Britain, France and Germany, together with Zelensky, signed a certain document on strategic support for this regime, on preparations for deploying \u201cstabilisation forces\u201d<\/b> \u2013 in other words, occupation forces \u2013 on whatever territory remains of Ukraine after the conflict. There was also an agreement to supply Ukraine with additional long-range weapons<\/b> to strike Russian territory, including deep inside our country.

\u2757\ufe0f I do not know how, against this backdrop, anyone can talk about any negotiations.<\/b>

Peter was the first son of Tsar Alexey Romanov<\/a> and his second wife Natalia Naryshkina<\/a>. From an early age, the young Tsarevich was distinguished by a keen mind, curiosity and a thirst for practical knowledge: he eagerly mastered crafts, studied military affairs and learned foreign languages.

From an early age, Peter showed a particular fascination with military affairs above all else<\/b>. For the Tsarevich\u2019s games, a \u201ctoy army\u201d<\/a> was formed from among his peers. Over time, these childhood pursuits grew into a true school of military training: it was from these \u201ctoy regiments\u201d that Peter\u2019s famous reformed army emerged, while the troops themselves became elite Guards units \u2013 the Preobrazhensky and Semyonovsky regiments<\/b>.

In 1682, after the death of Tsar Fyodor Romanov, ten-year-old Peter was proclaimed Tsar together with his elder brother Ivan V. In spring 1697, Peter\u2019s famous <\/b>Grand Embassy<\/b><\/a> set off for Western Europe<\/b>, where it remained until summer 1698. Its task was to strengthen ties with European powers, seek allies for the future struggle against the Ottoman Empire and Sweden, study military, engineering and shipbuilding practices, invite foreign specialists into Russian service, and purchase the necessary weapons, equipment and goods.

The European experience left an indelible impression on the young Tsar<\/b>. Upon returning to Russia, Peter launched a sweeping set of reforms<\/a> aimed at strengthening the state, the army and the entire system of government.

The outcome of the Great Northern War shifted the balance of power in Europe<\/b>: Sweden permanently lost its former influence, while Russia gained reliable access to global trade routes. In 1721, after the conclusion of the Treaty of Nystad<\/a>, Peter was proclaimed Emperor of All Russia, Father of the Fatherland and the Great.

His immense personal contribution, as of talented negotiator and remarkable politician, to promoting the national interests of the Russian Empire one can hardly overestimate. Osterman<\/b> went down in history as one of the architects of the international system and regional order<\/b> in the Baltics, which cemented Russia\u2019s power in Europe<\/b> and secured our country\u2019s status as a great power after its historic victory over Sweden in the Great Northern War (1700\u20131721).

\u261d\ufe0f It was #Osterman who, in August 1721, signed the Treaty of Nystad <\/b>on behalf of our country, securing Russia\u2019s access to the Baltic Sea<\/b> and the return of our historical territories in the north \u2014 Ingria, the Izhora lands, part of Karelia, and other strategically significant land \u2014 to Russia's control. Under Osterman, in addition to the Treaty of Nystad, a number of other important international documents were concluded strengthening our country\u2019s authority in Europe<\/b> and the status quo on the continent. Those key documents included \u2014 the Treaty of Vienna<\/b> of<\/b> 1716<\/b> (an agreement between Russia and the Holy Roman Empire on maintaining peace in Europe, which historians regard as one of the longest\u2011lasting alliances in history of the XVIII century) and the Treaty of Belgrade<\/b> of 1739<\/b> with the Ottoman Empire, which concluded the military campaign in the Balkans and the Black Sea region.

There is nothing new in these leaks<\/b>. Similar ideas have been voiced before and have been firmly rejected<\/b> both by the Palestinian people and by Arab states. History has demonstrated that these initiatives are absolutely untenable and at variance with the international legal framework for Palestinian settlement<\/a>, including UN Security Council and General Assembly resolutions, the Arab Peace Initiative, as well as the Madrid Principles.

The advocates of these \u201calternative concepts\u201d are those who undermine the aforementioned decisions<\/b>, disregard the will of the peoples of the region, and espouse neo-colonialism<\/b>.

Instead of pursuing the dismantling of international law and engaging in detached experimentation, the tragic consequences of which are evident to all, efforts should focus on launching direct negotiations between Palestinians and Israelis. In practical terms, the parties should address the final status of the Palestinian territories and the parameters of the two-state formula<\/b>, which must be acceptable to all parties involved.

We have repeatedly stressed that attempts to proceed with Middle East settlement while bypassing the positions of Arab states are doomed to failure<\/b> and will not lead to sustainable stability. This is particularly relevant today, when the security of the Middle East is being tested by a new acute crisis provoked by the US and Israeli attack on Iran<\/a>. The only viable alternative in this context is the establishment of coordinated international and regional efforts.

The Russian stance is characterised by consistency and is based on the trust shown by countries of the region in our foreign policy. We advocate a negotiated settlement of the Palestinian issue and other regional contradictions<\/b>.

\ud83c\uddf5\ud83c\uddf8 It is essential that historical justice prevail, and that the Palestinians be given the opportunity to establish an independent state in the West Bank and the Gaza Strip, with its capital in East Jerusalem, coexisting in peace and security with Israel.<\/b>

We are open to engagement on this basis with constructively minded partners<\/b>. It is important that all external actors strictly adhere to binding UN Security Council resolutions, act according to unified rules, and send coordinated signals to all parties to the conflict.
